If he doesn't have the money to pay his taxes, how can the city expect him to complete the renovations? I agree with 'glguy', something needs to be done. But, both ground floor doors are missing and the structure is wide open. The city ought to start action and board it up at a minimum. Inaction is approval and acceptance of this eyesore.
